Skateland Plaza was indeed a plaza with the rink, Skateland 1056 University Boulevard, Steubenville, Ohio. They operated the rink for some time. It was a odd looking plaza. It was three part buildings. It had a C-store, an Ice Store, and Skateland. Three in one.
The C-store was Convenient Food Mart without any gas pumps. The other was Steubenville Ice Plant. Perhaps that was to make ice cubes for retail.
The rink perhaps was the one in the rear as you can see in the photo. Not much to see. I have no photos of the rink itself. Sounds as if it was a mystery.
The rink operated by Judith Porreca. I have no opening date and closing date was likely around 2002 if that was the case because of the ice plant opened that year OR the demolish of the entire plaza sometimes after 2009 because Google Map had a big gap between 2009 and 2016. It is now an open field of grass. In far background is a new motel.

It was part of a plaza. Oddly designed facility. This means not like a straight or L-shaped standard plaza. It was a 3-set building. With the smallest for the Convenience Food Mart. The other was the Ice Plant and the other the skating rink in the rear as you can see with the canopy. It was Flat roof Cinderblock built with Steel Trusses. Likely had columns.
