Exterior appearance -- 4 Mismatch colors, the appearance with next door was not match-able.
Interior appearance -- 6 Slight higher because of murals but ceilings need to be redone and it has exposed insulation. Not good. Some appeared to be aged and torn already.
Safety outside/inside -- 0 NO parking lot lights are on building nor posts on the lot. Blocked front exit with toys and junk stuff a violation of safety similar to Cocoanut Club fire situation. The emergency exit on the rink has a wood stud blocking the exit. Needs to have electronic alarm lock that automatically opens when there is fire. This is terrible!
Security staff -- 0
Clear safety rules and in-house rules sign(s) -- 3 (did not see any clearly!)
Smoking/Drinking environment -- 10 No smoking, no drinking.
Cleanness -- 8
Freshness -- 7 There are no fresheners and I never smelled that rink smell there.
Skate Rental -- N/A I never saw staff working there doing that. I was too busy to skate. If it is N/A it means 5 points.
Friendly Admission staff -- 0 (operator did admission, I placed my 20 on folding table, he gave me change hard on my hand Not gentle. Never smiled.
Friendly staff (rental and snack bar) -- N/A (5)
Uniqueness -- 3 Mural was bright. It lightened up the space.

Availability -- 3 because they were eliminating a session in following week. They have reduced their schedule.
Advertising -- 1 Their Facebook is dated behind a year and half-roughly and no website.
Size -- 5 Needs more room in snack bar area. They used standard wooden picnic tables and its hard to turn around to sit in. I hardly seen anyone sat in those. Apparently people prefer that dinette booth (see Rink Analogy page) for easy access. It may not be accessible for people with disability.
Size of Rink and floor. 9 Good size for a small town. Common for that type of rink.
Total is 89 points but divide by 23 Gives it 3.9 points.
The Interior.
Has two sections: Skating Rink and the other the restaurant. It has Maple floor but needs repairs with holes like replacing aging Maple floor. It has that graffiti style painted mural saying "SKATING RINK" which is a little difficult to read. Not happy with that. It has that off Yellow on the wall. has picnic tables but awfully close to each other and snack bar and rink which was giving almost no room. Games were against on one side of the wall and bathroom opposing the games. Snack bar was in between in the front.
Has mess blocking the exit door which is a fire code violation.

Free-Span Steel Truss Cinderblocks- Walled Warehouse - like Building with Gable roof. It has Black and White Stripes on the Sheets on front wall but the extension part is a breakfast diner restaurant. It makes the rink section big and the restaurant narrow but can fool people thinking it is also big but it is not.

Full breakfast diner with full kitchen, benches, tables, chairs and stool and counter. Not accessible to rink.
SURVEY:
The building has a warehouse style gable roof and when you walk in, I thought admission is in that window but it was not. Pretty odd that the owner use a folding table for admission and has NO flyers, no adverting, no information. Just a little metal box. I paid my 20 for 8 Dollars admission. He had to take change from his pocket and give me his 12 and pounded onto my hand. Bit rude. He was not smiling at all.
What I see are outdoors wooden picnic tables. The space was not roomy at all. Too many skates and shoes are all over the floor which was safety issue. That was so far a zero because there are no outdoors lighting as well although I went was a Saturday afternoon session to skate.
I changed and skated with my own skate. I skated and studied the floor. I counted 25 spots that needs to be replaced. Yes, replace because it was water damages and likely weather because Fulton, NY is in the Deep Lake Effect snow belt that can bring 300 inches of snow in the Tug Hill region.
Because of the leakage, I observed the ceiling that it needs replace all insulation and have white panel ceiling boards up to brighten the place up. There were not much disco lights at all so it was not used much because it was family afternoon session with many children. Many were learning how to skate and often they have parents to help children skate by walking with them on the rink.
Apparently the owner is too lax on those rules along with the walking. I was at Bilou few years ago and it was terrible on a Saturday night session that they had teens walking all over the rink and I almost ran int them. That is why I put it zero for safety.
More so problem was I used my phone to record what my observation and taking pic of the place. The owner wanted to talk with me and did not want me to take pic of people I was not. I was talking on the phone! Second of all, many others were on the phone filming too! Duh! Does not make any sense! Why just me. This is why the owner gets zero for his personality.
And that is why the rink got 3.9 points average. Well, on to the next rink!
